Welcome Dr. Heather Lynn Carter

The College of Nursing & Health Innovation welcomes Dr. Heather Lynn Carter as its new Assistant Dean for Health and Education Policy. Carter has a joint administrative appointment between the Mary Lou Fulton Teachers College, where she has been a clinical associate professor since 2011, and the College of Nursing & Health Innovation. Carter began her new appointment this semester, and reports to Sr. Associate Dean, Dr. Craig Thatcher.

As an associate professor at the Mary Lou Fulton Teachers College, Carter developed and currently teaches two online undergraduate courses designed for education majors and others looking to work in public policy.  Carter’s students learn to develop and defend research-based opinions on education reform positions so that they can become knowledgeable and effective education policy advocates.

In addition to her role as professor, Carter was the Director of Education Downtown for ASU’s College of Teacher Education and Leadership (CTEL), a Teach for America Partnership.  In this role, as well as in her prior leadership role with CTEL, Carter collaborated with various agencies, organizations, school districts and businesses to streamline teacher preparation and certification programs for graduate and undergraduate students.

Carter’s commitment to health and health care can be seen in her role as chairwoman of the State Legislature’s Health Committee, a role she has assumed as part of her service as a third-term elected Arizona State Representative.  She also serves as chair, co-chair or as a member of a number of different committees, studies or caucuses, many relating to health care and education in Arizona, which are priorities for Carter.

In her role as Assistant Dean for Health and Education Policy, Carter will work on projects that advance health and our collaborations with the Mary Lou Fulton Teachers College.
